LAOS : 9ème Anniversaire du «Mouvement étudiant du 26 Octobre»
La flamme de l’espoir ne s’éteint pas !

Neuf ans après le « Mouvement du 26 octobre 1999 » - cette tentative de marche pacifique des étudiants, enseignants et citoyens Lao, réprimée avec violence par le régime totalitaire de la République démocratique populaire Lao (RDPL) - la flamme de l’espoir reste plus que jamais vivace et son éclat grandit de jour en jour dans le cœur des Laotiens.
Première protestation de masse contre le régime durant les trois décennies de dictature commencée en 1975, cet événement est devenu pour les démocrates laotiens, à l'intérieur comme à l'extérieur du pays, un symbole et une étape majeure de la lutte pacifique pour l'instauration de la liberté, la démocratie, la justice et la réconciliation nationale dans le pays.
En ce dimanche 26 octobre 2008, le Mouvement lao pour les Droits de l’Homme (MLDH) salue le courage, la détermination et le sacrifice de ces défenseurs de la liberté, dont les leaders sont détenus depuis neuf ans dans des conditions inhumaines dans les prisons du régime, même si les plus hauts dirigeants du Parti unique n’ont cessé d’affirmer, mais sans fournir aucune preuve, que ces personnes avaient été déjà remises en liberté.
Selon des informations fiables, MM. Thongpaseuth KEUAKOUN, Seng-aloun PHENGPHANH, Bouavanh CHANMANIVONG, et KEOCHAY sont toujours emprisonnés, tandis que leur compagnon, M. Khamphouvieng SISA-AT, a succombé en prison sous les tortures et les privations en 2001. Le sort des leaders de ce mouvement pacifique reste une priorité pour le MLDH.
A l’occasion de ce 9ème anniversaire, le MLDH et l’ensemble des démocrates laotiens renouvellent leur gratitude à l’action de cinq membres du Parti radical transnational qui avaient manifesté pacifiquement en 2001 à Vientiane pour faire connaître les revendications du « Mouvement du 26 Octobre 1999 », que le régime totalitaire tentait par tous les moyens de soustraire à la connaissance du peuple laotien et de la communauté internationale. Pour avoir mené cette courageuse action, l’Eurodéputé, M. Olivier DUPUIS, et quatre militants du Parti radical transnational -- Bruno MELLANO, Silvja MANZI, Massimo LENSI et Nikolaï KHRAMOV --ont été arrêtés, détenus durant 14 jours, condamnés lors d’un simulacre de procès puis expulsés de la RDPL.
Depuis, la mobilisation n’a pas cessé pour porter le combat du Mouvement du 26 Octobre, en vue des réformes démocratiques et du respect des droits de l’Homme au Laos. Des résolutions ont été adoptées par le Parlement Européen, le Congrès des Etats-Unis, et le Parlement italien. Des pétitions, signées par des centaines de parlementaires de l’Union européenne, ont été adressées aux dirigeants du parti unique en RDPL pour réclamer la remise en liberté des leaders du Mouvement étudiant et de tous les prisonniers politiques et de consciences, et pour appeler à des réformes démocratiques. Des manifestations ont été organisées à travers le monde pour dénoncer les agissements des dirigeants du régime totalitaire laotien.
La flamme de l’espoir continue de se propager. Le 25 août 2008 à Bruxelles, le MLDH a évoqué à nouveau le sort des leaders étudiants laotiens et les violations des droits de l’Homme au Laos devant la sous-commission des Droits de l'Homme du Parlement européen, qui a annoncé l'envoi « dans un bref délai » d'une « Commission d'enquête indépendante » au Laos. Le 14 octobre 2008, une résolution a été présentée par une commission du Parlement italien appelant à des réformes démocratiques.
Le Mouvement Lao pour les droits de l’Homme renouvelle sa détermination à agir, aux côtés des démocrates laotiens et de la communauté internationale, pour obtenir l'instauration de la liberté et la démocratie au Laos et pour que VIVE LA FLAMME D’ESPOIR DU « MOUVEMENT DU 26 OCTOBRE 1999 ».

LAOS : 9ème Anniversary of the ‘’Student Movement of 26 October :
The Flame of hope is always burning
Nine years after the “Movement of 26 October 1999” - this attempt for a peaceful walk of students, teachers and Lao citizens that was violently repressed by the Lao People’s Democratic Republic ( LPDR) totalitarian régime- the flame of hope is always burning and brightening more each day in the heart of the Lao people.
A first mass protest against the government during the last three decades that begun in 1975, this event has become for the Lao democrats, inside and outside the country, a symbol and a major step of a pacific struggle for the installation of freedom, democracy, justice and a national reconciliation in the country.
On this Sunday, 26 October 2008, The Lao Movement for Human Rights ( LMHR) salutes the courage, the determination and the sacrifice of these freedom defenders whose leaders have been held these last nine years under inhuman conditions in the prison of Laos, even though the leaders of the One Party State have declared, without given concrete proofs that these persons have already been released.
According to reliable informations, Misters Thongpaseuth KEUAKOUN, Seng-aloun PHENGPHANH, Bouavanh CHANMANIVONG, and KEOCHAY are always imprisoned, while their companion, Mr. Khamphouvieng SISA-AT, died in prison under tortures and deprivations in 2001. The plight of the leaders of this peaceful movement remains a priority for the LMHR.
On this 9th anniversary, the LMHR and all the Lao democrats renew their gratitude to the action of the five members of the Transnational Radical party who protested peacefully on 26 October 2001 in Vientiane to recall the appeals made by the “Movement of 26 October 1999”, an event that the totalitarian régime tried by every way to hide from the Lao people and the international community. To have undertaken this courageous initiative, a member of the European Parliament, Mr. Olivier DUPUIS, and four activists from the Transnational Radical Party -- Bruno MELLANO, Silvja MANZI, Massimo LENSI and Nikolaï KHRAMOV --were arrested, emprisoned during 14 days, condemned during a sham trial then expelled from the LPDR.
Since that day, mobilisation has not ceased to highlight the struggle of the Movement of 26 October and to carry on pacific actions for democratic reforms and human rights respect in Laos. Resolutions have been adopted by the European Parliament, the US Congress, and the Italian Parliament. Petitions, signed by more than hundred members of the European Parliament have been sent to the LPDR leaders to claim for the release of the leaders of the Movement of 26 October, the release of every political prisoner and prisoner of conscience and to ask for democratic reforms. Protest have been organised throughout the world to denounce human rights violations commited by the LPDR leaders.
The flame of hope keeps on being contagious. On August 25th, 2008 in Brussels, the LMHR raised the plight of the leaders of the Movement of 26 October 1999 and the violations of the human rights in Laos to the Subcommittee on Human Rights of the European Parliament which announced an ‘’ independant fact finding commission’’ to investigate inside the country. On October 14th, 2008, a resolution was presented by a Commission of the Italian Parliament, calling for democratic reforms in the LPDR.
The Lao Movement for Human Rights maintains its determination to acquire, together with the Lao democrats and the international community, the installation of freedom and democracy in Laos and ‘’TO KEEP BRIGHT THE FLAME OF HOPE OF THE “MOVEMENT OF 26 OCTOBER 1999“.
