Dialogue des Droits de l'Homme 4 février 2013 à Vientiane entre L'Union Européenne et la République- Démocratique Populaire Lao : Ne laissez pas Sombath SOMPHONE devenir un desaparecido !!
Les représentants de l'Union Européenne (UE) qui participeront au dialogue sur les Droits de l'Homme avec la République Démocratique Populaire Lao (RDPL) à Vientiane le 4 février 2013 ne doivent pas laisser M. Sombath SOMPHONE devenir un desaparecido.
Le Mouvement Lao pour les Droits de l'Homme (MLDH) renouvelle sa plus vive préoccupation sur l'absence d'information efficace et crédible concernant l'état des enquêtes au sujet de Mr Sombath SOMPHONE, disparu sous les yeux de la police à Vientiane depuis le 15 décembre 2012. Les déclarations du Ministère des Affaires Etrangères et de l'Ambassadeur de la RDPL à l'ONU à Genève étaient loin d'être convaincantes et laissent craindre une disparition forcée.
Connu, apprécié et respecté au Laos comme en Asie, créateur du Centre Participatif de Formation au Développement au Laos (PADETC), lauréat du prix Ramon Magsaysay en 2005, Mr Sombath SOMPHONE a dédié ces dernières décennies à améliorer la vie des laotiens surtout en milieu rural avec des projets basés sur un développement équilibré et durable ainsi que sur l'amélioration sociale et la protection de l'environnement et de la culture
Le MLDH appelle aux représentants de l'Union Européenne de demander au gouvernement de la RDPL d'appliquer l'Article 13(1) de la Déclaration sur la Protection de Toutes les Personnes contre les Disparitions Forcées qui stipule que ‘ 'Tout Etat ….procède immédiatement et impartialement à une enquête approfondie. Lorsqu'il existe des raisons de croire qu'une personne a été victime d'une disparition forcée, l'Etat défère sans délai l'affaire à ladite autorité pour qu'elle ouvre une enquête, même si aucune plainte n'a été officiellement déposée. Cette enquête ne saurait être limitée ou entravée par quelque mesure que ce soit .''
Ce dialogue des Droits de l'Homme EU-RDPL qui se passera sous l'écrasante inquiétude sur le sort de M. Sombath SOMPHONE est l'occasion pour l'UE d'utiliser tous les instruments économiques, politiques à sa disposition afin d'exiger aux autorités laotiennes de prendre des mesures concrètes pour améliorer leur bilan en termes de respect des droits humains, de retrouver M. Sombath SOMPHONE vivant et en bonne santé et de libérer tous ceux qui ont été emprisonnés pour avoir essayé d'exercer leurs libertés fondamentales comme MM Thongpaseuth Keuakoun, Sengaloun Phengphanh, Bouavanh Chanmanivong, Kèochay emprisonnés depuis 1999, Mme Kingkèo, MM. Soubinh, Souane , Sinpasong , Khamsone, Nou , Mlle Somchit , MM. Somkhit, Sourigna arrêtés et disparus depuis le 2 novembre 2009, Mme Sivanxay Phommalath arrêtée depuis le 19 novembre 2012.
Les laotiens, de nombreuses ONGs des pays ASEAN, la communauté internationale, effrayés, bouleversés et profondément préoccupés par la disparition de M. Sombath SOMPHONE auront leurs attentions rivées sur cette rencontre EU/RDPL de ce lundi 4 février 2013 à Vientiane.
Plus que jamais, transparence, justice, efficacité, résultats concrets et immédiats sur la protection des droits des laotiens sont attendus de ce dialogue des Droits de l'Homme entre l'Union Européenne et la République Démocratique Populaire Lao.

The European Union and the Lao People's Democratic Republic :
Don't let Sombath Somphone become a desaparecido
The representatives of the European Union who will participate at the Human Rights dialogue with the Lao People's Democratic Republic (LPDR) in Vientiane on 4 February 2013 should not let Mr. Sombat Somphone become a desaparecido.
The Lao Movement for Human Rights (MLDH) reiterates its deep concern over the lack of effective and credible information on the status of investigation regarding Mr Sombat Somphone who disappeared under the police's eyes in Vientiane on 15 December 2012. Statements by the Ministry of Foreign Affairs and the Ambassador of the Lao PDR to the United Nations in Geneva were far from convincing and let fear an enforced disappearance.
Known, appreciated and respected in Laos and in Asia, founder of the Participatory Development Training Centre (PADETC ), winner of the Ramon Magsaysay Award in 2005, Mr Sombat Somphone has devoted his ideas and actions, these last decades, to improve the life of the rural population with projects based on balanced and sustainable development as well as social improvement and protection of environment and culture.
The Lao Movement for Human Rights calls on the representatives of the European Union to urge the Government of the Lao PDR to apply Article 13 (1) of the Declaration on the Protection of All Persons against Enforced Disappearances, which states that '' Each State shall ensure that any person … subjected to enforced disappearance has the right to complain to a competent and independent State authority and to have that complaint promptly, thoroughly and impartially investigated by that authority. Whenever there are reasonable grounds to believe that an enforced disappearance has been committed, the State shall promptly refer the matter to that authority for such an investigation, even if there has been no formal complaint. No measure shall be taken to curtail or impede the investigation . ‘'
This dialogue EU-LPDR on Human Rights which will be held in the midst of a weighty concern on the fate of Mr Sombath SOMPHONE, is an opportunity for the EU to use the full range of instruments, both economic and political, at their disposal to concretely bring about improvement in the human rights situation in Laos, to find Mr Sombath SOMPHONE safe and sound, to release all those who were jailed for having tried to use their basic rights like MM Th ongpaseuth Keuakoun, Sengaloun Phengphanh, Bouavanh Chanmanivong, Keochay imprisoned since 1999, Mrs Kingkeo, MM. Soubinh, Souane , Sinpasong , Khamsone, Nou , Miss Somchit , MM. Somkhit, Sourigna arrested and disappeared since 2 November 2009 and Mrs Sivanxay Phommalath arrested since 19 November 2012.
This EU/LDPR meeting this Monday 4 February 2013 will be under the spotlight of Laotians, many ASEAN NGOs, the international community, frightened, shocked and deeply concerned by Mr Sombath SOMPHONE's disappearance.
More than ever, transparency, justice, efficiency, tangible and immediate results are expected from this Human Rights dialogue between the European Union and the Lao People's Democratic Republic.
