Republic Democratic Popular Lao - NA : member for Xieng Khuang province, Bounpheng Mounphosay proposes in combating negative social conduct !!

INTRO: The government should use real measures in combating negative social conduct in order to maintain the stability of the national economy, as well as ensuring stability in other respects. NA member for Xieng Khuang province, Bounpheng Mounphosay made this proposal when commenting on the government report on the implementation of the national socio-economic development plan over the past few years.
STORY: NA member for Xieng Khuang province Madame Bounpheng Mounphosay said on Tuesday the 9th of July at the debate on the government proposing at the fifth ordinary session of the NA's Seventh Legislature that, Negative conduct has not decreased, quite the opposite in fact. The negative conduct includes issues related to narcotic drugs, regulation violations concerning forest encroachment, unauthorised land grabs and investment projects which Madame Bounpheng said are becoming an increasing problem.
She said she agreed with the 12 measures mentioned in the socio-economic development plan for 2013-2014, however, she wanted to add one more in order to increase the effectiveness of the inspections and the implementation of the plan. She said that previous inspections identified the problems but they were not solved despite being clearly stated in the inspection findings, so the offenders simply continued to break the rules as they did not fear any punishment. She also expressed her concern over hydropower plants which she said may not have sufficient water to run their generators in the future because forests upstream are under threat.
NA member for Xieng Khuang province Madame Bounpheng Mounphosay said, despite the socio-economic development plan for 2013-2014 mentioning about the temporary postponement of the projects for which private companies offered to fund initially, and unplanned projects, the mention was only a general one and did not include any measures for punishing offenders. She concluded that that the country may not be able to maintain its status as best tourism destination in the future if these problems were not addressed.
NA member for Savannakhet province, Bounpone Sisoulath said the government invested little in research, therefore granting permission to investors to undertake their own feasibility studies and risked the loss of national property and negative environmental impact.
He said the number of the projects revealed by the Ministry of Planning and Investment is only a part of the total projects being carried out in the country, so there is no record of how many more projects the government has to pay for in excess of its budget which, because of the uncertainty over receiving payment in good time, has resulted in many of them having progressed only 3-5 percent.
NA member for Savannakhet province, Bounpone Sisoulath also voiced his concern over the opportunities for people to earn a living which are being reduced and threatened by the development projects, including their use of harmful chemicals.
