ຂະບວນການ ລາວ ເພື່ອ ສິດທິມະນຸດ ທີ່ ມີສູນກາງ ຢູ່ ກຸງປາຣີ ປະເທດ ຝຣັ່ງເສດ ອອກ ຖແລງການ ສະແດງ ຄວາມ ເປັນຫ່ວງ ກ່ຽວກັບ ຊະຕາກັມ ຂອງ ຄນະນຳ ຂະບວນການ ນັກ ສຶກສາ ທີ່ ໄດ້ ພຍາຍາມ ຈັດຕັ້ງ ການ ປະທ້ວງ ແບບ ສັນຕິ ຂຶ້ນຢູ່ ນະຄອນ ຫລວງ ວຽງຈັນ ເພື່ອ ຮຽກຮ້ອງ ຄວາມ ຍຸຕິທັມ ທາງ ສັງຄົມ ໃນ ປີ 1999 ແຕ່ ບໍ່ສຳເຣັດ ແລະ ຖືກ ທາງການ ລາວ ເຂົ້າ ປາບ ປາມ ແລ້ວ ຈັບ ຄນະນໍາ ໄປຂັງໄວ້.

ຖແລງການ ເວົ້າວ່າ ໃນ ວັນທີ 26 ຕຸລາ 2014 ຄື 5475 ວັນ ຫລັງຈາກ ຖືກ ຈັບນັ້ນ ບໍ່ມີຜູ້ໃດ ສາມາດ ຢືນຢັນ ໄດ້ວ່າ ຄນະນຳ ຄື ທ່ານ ທອງປະເສີດ ເກື້ອກູນ ທ່ານ ແສງອາລຸນ ແພງພັນ ແລະ ທ່ານ ບົວວັນ ຈັນມານີວົງ ຖືກຄຸມຂັງ ຢູ່ຄຸກໃດ ຍັງມີ ຊີວິດ ຢູ່ຫຼືບໍ່. ຍານາງ ວານີດາ ເທບສຸວັນ ປະທານ ຂະບວນການ ລາວ ເພື່ອ ສິດທິ ມະນຸດ ໄດ້ກ່າວ ເຖິງ ເປົ້າໝາຍ ຂອງການ ອອກຖແລງ ການ ຄັ້ງນີ້ ວ່າ:

"ໂອ້ກະຢາກ ຮຽກຮ້ອງ ໃຫ້ ເພິ່ນປ່ອຍ ພວກທີ່ ຖືກຈັບ ຕັ້ງແຕ່ປີ 1999 ວັນທີ 26 ຕຸລາ ຫັ້ນ ໂດຍສະເພາະ ແລ້ວ ກໍອີກ ບໍ່ດົນ ເດືອນ 1 ຂອງປີ 2015 ນີ້ ສປປລາວ ກໍຕ້ອງໄປ ສະຫະ ປະຊາຊາດ ກ່ຽວກັບ ສິດທິ ມະນຸດ ນີ້ນະ ລະກະ ກ່ອນຊິໄປ ນີ້ ຢາກຂໍໃຫ້ ເພິ່ນ ປ່ອຍ ຂະເຈົ້າຊະ ເພື່ອໃຫ້ ສະຫະ ປະຊາຊາດ ແລະ ຊາວໂລກ ເຫັນວ່າ ເພິ່ນນີ້ ນັບຖື ສິດທິ ມະນຸດ ນັບຖື ທຸກໆສັນຍາ ກ່ຽວກັບ ສິດທິ ມະນຸດ ທີ່ ເພິ່ນໄດ້ເຊັນ ຮັບໄປ ໃນ ສະຫະ ປະຊາຊາດ".

ໃນ ຣະຫວ່າງ ການ ທົບທວນ UPR ເປັນຊ່ວງ ທຳອິດ ເມື່ອ ປີ 2010 ນັ້ນ ຣັຖບານລາວ ບໍ່ໄດ້ ປະຕິບັດ ຄຳແນະນຳ ໃຫ້ປ່ອຍ ກຸ່ມຄົນ ທີ່ ເຂົ້າຮ່ວມ ການປະທ້ວງ ຢ່າງສັນຕິ ຄັ້ງນັ້ນ ຮວມທັງ ບັນດາ ຫົວໜ້າ ຂະບວນ 26 ຕຸລາ 1999 ແລະ ປະຕິເສດ ຄຳແນະນຳ ທີ່ວ່າ ໃຫ້ຕັ້ງ ຄນະ ກັມການ ສິດທິ ມະນຸດ ແຫ່ງຊາດ ທີ່ ເປັນ ເອກຣາຊ ເພື່ອໃຫ້ ສອດຄ່ອງ ກັບ ຫລັກການ ປາຣີ ນັ້ນ.

ຖແລງການ ຂອງ ຂະບວນການ ລາວ ເພື່ອ ສິດທິ ມະນຸດ ຍັງຮຽກຮ້ອງ ໃຫ້ ປະຊາຄົມ ສາກົລ ໃຊ້ ທຸກແຫລ່ງ ຄວາມ ສາມາດ ທີ່ ຕົນມີ ເພື່ອ ຮັບປະກັນ ໃຫ້ ຣັຖບານ ລາວ ຮັບຜ່ານ ແຜນ ປະຕິບັດ ງານ ທີ່ ໜ້າເຊື່ອຖື ເພື່ອແກ້ໄຂ ບັນຫາ ສິດທິ ມະນຸດ ທີ່ສຳຄັນ. ບໍ່ດັ່ງນັ້ນ ກໍຕ້ອງ ຄັດຄ້ານ ການທີ່ຈະ ເຂົ້າເປັນ ສະມາຊິກ ສະພາ ສິດທິ ມະນຸດ ຂອງ ສປປລາວ.



Laos : quinzième anniversaire du Mouvement Etudiants du 26 octobre 1999 !!!

Le Mouvement Lao pour les Droits de l’Homme (MLDH) reste vivement préoccupé par le sort des leaders du Mouvement Etudiants du 26 octobre 1999, un groupe qui avait tenté d'organiser une manifestation pacifique à Vientiane afin de réclamer une justice sociale, des réformes démocratiques et le respect des droits basiques des citoyens.

Ce 26 octobre 2014, 5475 jours après leur arrestation, nul ne peut affirmer dans quelle prison MM Thongpaseuth Keuakoun, Sengaloun Phengphanh et Bouavanh Chanmanivong sont incarcérés voire s’ils sont encore en vie.

En ce jour symbolique, Le Mouvement Lao pour les Droits de l’Homme demande leur libération immédiate et sans conditions, alors que la République Démocratique Populaire Lao (RDPL) va passer, en janvier 2015, son deuxième 'Examen Périodique Universel (EPU) devant le Conseil des Droits de l'Homme de l'ONU.

Lors du dernier EPU en 2010, la RDP Lao a ignoré la recommandation de libérer '' les personnes détenues pour avoir participé à des manifestations pacifiques, notamment les leaders du Mouvement du 26 octobre 1999' ' et a rejeté la '' recommandation primordiale portant sur la création d'une commission nationale indépendante des droits de l'Homme en conformité avec les Principes de Paris ''.

La libération de ces personnes serait un premier pas important en faveur des libertés d'expression et de manifestation pacifique et démontrerait la volonté du gouvernement de la RDP Lao d’appliquer les obligations dérivées des instruments internationaux qu’il a ratifiés. Pour que cessent les arrestations et détentions arbitraires, il est également urgent que la RDP Lao accepte de s'engager dans une politique de transparence sur la situation de ses prisons et ses camps de détention, le nombre de détenus ainsi que les raisons de leur incarcération.

La RDP Lao se doit d’appliquer le Pacte International sur les Droits Civils et Politiques (PIDCP) qu'elle a ratifié , ainsi que ses autres engagements internationaux liés à la déclaration des Nations Unies sur les défenseurs des droits de l'Homme de 1998 en procédant à la libération immédiate et inconditionnelle de MM. Thongpaseuth Keuakoun, Seng-Aloun Phengphanh, et Bouavanh Chanmanivong ainsi que celle de Mmes Kingkèo et Somchit, MM. Soubinh , Souane, Sinpasong, Nou, Somkhit et Sourigna, victimes de disparitions forcées le 2 novembre 2009 alors qu'ils se dirigeaient des différents endroits du pays vers la capitale Vientiane pour réclamer justice sociale et leurs droits fondamentaux.

Le MLDH appelle la communauté internationale à suivre de près ces cas de violations des droits humains au Laos. Les Etats donateurs devraient s'assurer que leurs accords commerciaux, leurs investissements et l'aide au développement accordée au Laos, répondent aux standards internationaux des droits humains, et que les garanties soient suffisamment solides pour anticiper, éviter et corriger d'éventuels impacts sur les droits de l’homme. La communauté internationale doit utiliser tous les outils à sa disposition pour s'assurer que le gouvernement lao adopte un plan d'action crédible, dans un temps défini sur tous les problèmes clés des droits de l'homme.

Tant que ce n’est pas le cas, la communauté internationale doit s'opposer au souhait de Vientiane d'intégrer le Conseil des droits de l'Homme.

Laos : Fifteenth anniversary of the Students Movement of 26 October 1999 !!
Laos : quinzième anniversaire du Mouvement Etudiants du 26 octobre 1999
The Lao Movement for Human Rights remains deeply concerned about the fate of the leaders of the Students Movement of 26 October 1999, a group who attempted to organize a peaceful protest in Vientiane to demand social justice, respect of basic rights of the citizens and democratic reforms.

On this 26 october 2014, 5475 days after their arrest, no one can affirm in which prison are incarcerated MM Thongpaseuth Keuakoun, Sengaloun Phengphanh and Bouavanh Chanmanivong or even if they are still alive.

On this symbolic day, the Lao Movement for Human Rights calls for their immediate and unconditional release, particularly when the Lao People’s Democratic Republic (LPDR) will be examined in January 2015 by the United Nations Human Rights Council for its second Universal Periodic Review (UPR).

During its first UPR in 2010, the Lao PDR ignored recommendations to release those detained ‘’for participating in peaceful demonstrations, including the leaders of the Movement of 26 October 1999’’ and had rejected the ‘’overarching recommendation of the creation of an independent national commission of human rights in conformity with the Paris principles’’.

The release of these persons would be an important first step in favor of freedom of expression and peaceful protest and would show the commitment of the Lao PDR government in its will to implement obligations deriving from human rights international instruments that Laos has ratified.

To end the arbitrary arrest and detention, it is also urgent that Laos agrees to engage in a policy of transparency on the state of its prisons and detention camps, the number of detainees and the reasons for their incarceration.

The Lao PDR must apply the International Convenant on Civil and Political Rights (ICCPR) which it ratified, as well as other international commitments related to the UN Declaration of 1998 on Human Rights Defenders by releasing immediately and unconditionally MM. Thongpaseuth Keuakoun, Sengaloun Phengphanh, Bouavanh Chanmanivong as well as that of Mrs Kingkeo and Somchit, MM.Soubinh, Souane, Sinpasong, Nou,Somkhit and Sourigna victims of enforced disapearances on 2 November 2009 as they were heading from different parts of the country to Vientiane to demand social justice and respects of basic rights.

The Lao Movement for Human Rights urges the international community to monitor closely these human rights violations in Laos. Donor States should ensure that their trade agreements, investment and development assistance to Laos are fully consistent with international human rights standards, with robust safeguards to anticipate, prevent and redress adverse human rights impact.

The international community must use all the tools at its disposal to ensure that the Lao government adopt a credible, time-bound and measurable action plan aimed at addressing key human rights issues.


As long as it is not the case, the international community must oppose the Lao PDR desire to become a Human Rights Council membership.
